What DCR's 2027 Renewal Cycle Actually Freezes (and When It Thaws)

DCR notified licensees this week that the 2027 Renewal Cycle opens Tuesday, September 1, 2026. Alongside the renewal window itself, DCR flagged a specific window where certain modification types to an existing Application or License are paused — and we've confirmed directly with DCR that this window runs September 1 through November 30, 2026. Normal processing resumes December 1, 2026 — not January 1.

What's paused during the renewal cycle (Sept 1 – Nov 30, 2026):

  • Entity substitution

  • Relocation (moving a license to a new business premises address)

  • 100% ownership structure changes (Social Equity or General Applicant)

  • Any percentage of ownership structure change involving a Social Equity Individual Applicant (SEIA)

  • Business premises diagram changes that require re-inspection

What's still allowed, at no additional cost, if you're in good standing with both DCR and the Office of Finance:

  • Less than 100% change in ownership structure (without SEIAs)

  • Business premises diagram changes that don't require re-inspection

  • Fictitious business name / DBA changes

  • Legal entity name changes

  • Other contact updates (authorized agent, non-owners, etc.)

The practical read: if you're planning a relocation or an entity substitution, get it filed before September 1 or plan on it sitting until December. If you're just updating contacts or a DBA, the renewal cycle doesn't block you.

One important distinction: this is not a citywide freeze on all new cannabis applications. The pause applies specifically to relocation and other modification types on licenses going through the 2027 renewal cycle. A brand-new pre-application at a location that isn't already licensed is a separate process and isn't affected by this notice.
